Role Summary
Rowan Digital Infrastructure is seeking a strategic and analytically driven Senior Manager, Procurement Planning, SIOP & Analytics to lead procurement planning, forecasting, financial analysis, and continuous process improvement across the Procurement organization.
This role is responsible for developing and managing Rowan's Procurement Sales, Inventory and Operations Planning (SIOP) process while creating the forecasting, reporting, and analytics framework required to support a rapidly expanding portfolio of data center and energy infrastructure projects. The successful candidate will work across Procurement, Engineering, Construction, Finance, Project Controls, Logistics, and Commercial teams to align demand forecasts, supplier capacity planning, equipment commitments, and project schedules.
As a member of the Procurement leadership team, this individual will provide executive visibility into spend forecasts, supplier commitments, capacity constraints, schedule risks, and procurement performance. The role will drive data-driven decision making, establish scalable planning processes, and develop analytical tools that improve forecast accuracy, project execution, and capital efficiency.
This position will become the planning and analytical engine of the Procurement organization, enabling Rowan to scale efficiently while maintaining speed, predictability, and commercial discipline. This role will provide leadership with the visibility and insights necessary to make informed decisions, mitigate supply chain risk, optimize capital deployment, and improve project execution. This work will directly influence Rowan's ability to deliver projects faster, more predictably, and at scale.
Travel: Up to 25% to project locations and manufacturing facilities for expediting, site visits, RFP requirements, and initial delivery management.

Compensation: $150K-$165K (Offers Bonus)
Essential Responsibilities
Procurement SIOP Leadership
- Develop, implement, and manage Rowan's Procurement SIOP process
- Lead monthly, quarterly, and long-range procurement planning cycles
- Consolidate demand signals from Engineering, Construction, Commercial, and Development teams into a unified procurement forecast
- Develop demand planning models for major equipment, materials, and strategic supplier commitments
- Facilitate executive SIOP reviews and cross-functional planning meetings
- Create supplier capacity planning models to identify future supply constraints and procurement risks
- Monitor market conditions, lead times, manufacturing capacity, and industry trends to support strategic decision-making
- Recommend mitigation strategies for supplier constraints, schedule risks, and market volatility
Forecasting & Financial Analysis
- Develop and maintain procurement spend forecasts across all projects and categories
- Create financial models to evaluate sourcing strategies, supplier commitments, escalation exposure, and commercial risks
- Support annual budgeting, capital planning, and long-range business forecasting activities
- Develop cash flow forecasts tied to equipment purchases, milestone payments, and supplier commitments
- Analyze project commitments, procurement obligations, and supplier pricing trends
- Identify opportunities for cost avoidance, improved capital efficiency, and working capital optimization
- Support executive decision-making through scenario analysis and financial modeling
Analytics & Business Intelligence
- Develop executive dashboards and KPI reporting for Procurement leadership
- Establish metrics for forecast accuracy, spend performance, supplier delivery performance, procurement cycle times, and schedule adherence
- Create reporting tools that provide visibility into equipment status, critical path procurement items, supplier commitments, and portfolio-level risks
- Analyze procurement performance and identify trends requiring corrective action
- Utilize data analytics to improve planning accuracy and procurement effectiveness
- Support strategic sourcing teams through spend analytics and market intelligence
Process Improvement & Operational Excellence
- Develop and standardize procurement planning processes across the organization
- Lead continuous improvement initiatives focused on forecasting accuracy, planning efficiency, and operational scalability
- Establish governance structures supporting procurement planning and reporting
- Identify process bottlenecks and implement solutions that improve visibility and execution
- Drive adoption of data-driven decision-making across procurement functions
- Support automation initiatives that eliminate manual reporting and improve planning capabilities
Systems & Cross-Functional Integration
- Support continuous improvement of procurement planning systems, dashboards, and data architecture
- Partner with ERP, Project Controls, Finance, and Procurement teams to improve data quality and reporting accuracy
- Lead implementation of planning tools, business intelligence platforms, and advanced analytics capabilities
- Establish data governance standards supporting accurate forecasting and business reporting
- Ensure seamless integration between procurement planning activities and enterprise systems
Education, Skills, and Experience
- Bachelor's degree in Supply Chain Management, Business, Finance, Engineering, Economics, Construction Management, or a related field
- 10+ years of experience in supply chain planning, procurement, finance, business analytics, operations planning, or related disciplines
- Experience leading SIOP, Integrated Business Planning (IBP), demand planning, or supply planning processes
- Strong financial modeling and business analysis capabilities
- Experience developing executive dashboards, forecasting models, and performance reporting
- Advanced Excel skills and proficiency in data analysis tools
- Strong understanding of procurement and supply chain management principles
- Demonstrated ability to influence stakeholders across multiple business functions
- Excellent communication, presentation, and organizational skills
Preferred Qualifications
- Experience in hyperscale data center development, mission-critical infrastructure, power generation, manufacturing, or large-scale construction environments
- Experience supporting long-lead equipment procurement and supplier capacity planning
- Proficiency with Power BI, Tableau, SQL, ERP platforms, and forecasting tools
- Experience developing enterprise-level performance metrics and reporting frameworks
- Understanding of project controls, capital forecasting, and construction planning
- APICS, CPIM, CSCP, Lean Six Sigma, PMP, or similar professional certifications
